The grandson of a former mayor of Cork, William Baldwin, one of the most influential politicians in Upper Canada (Ontario), was born some five miles from here on his family’s estate. In 1797 he received a medical degree from the University of Edinburgh and two years later he emigrated to Upper Canada settling in York, (Toronto). An accomplished man of boundless energy and diverse interests, Baldwin practised both law and medicine and was twice elected to the provincial assembly. He is best remembered, however; as an ardent advocate of constitutional reform. A leading proponent of “responsible government”, one of the most important political concepts in Canadian history. Baldwin steadfastly supported his son, Robert (Baldwin) under whose premiership (1842-1851) this principle was eventually attained.” “Plaque: Dedicated by Ontario Heritage- Canada Ministry of Citizenship.”

October 8, 1930 – December 10, 2022
William Warren Baldwin passed away peacefully in Ottawa at 12:52 a.m. on Saturday, December 10, 2022 at the age of 92.
Beloved husband of Alberta Eleanor (nee MacKillop), loving father of Pauline Elizabeth (Yoshi), William Paul (Akiko), and Robert Bertrand (Masae), cherished grandfather of William Joe (Mayumi), Tiffany Yuki (Koji), Michelle Yuka, Tomohiko (Arina), Megumi, Sarah (Tomohito), Toranosuke, and Rachel, and inspiring great-grandfather of Taisei, Aurelia, Amelia, Kentaro, and Oliver. He was truly fond of all members of the extended family both on the Baldwin/Lightbourn and MacKillop/Russel sides. He will be remembered by all who knew him, for his love and support.
Bill Baldwin was born in Ottawa on October 8, 1930 to father Robert Henry Warren and mother Mabel Dorothy Lightbourn, and raised with his sister Katherine Elizabeth. He attended Glebe Collegiate Institute, when as a child, he had a special love for other children and animals with special needs. Later in life he became absorbed watching ant colonies and rejoiced with the birds and rabbits along the Rideau River, during his long daily walks. Not surprisingly, cats tended to have the upper seat in the house.
A graduate of Trinity College, University of Toronto, Bill was ordained a priest of the Anglican Church of Canada and started his career in South Porcupine (now Timmins), in Northern Ontario. Before long, he was sent to Japan as a missionary with Eleanor by his side. In Japan, he provided strength and assistance to the Korean minority and to U.S. servicemen both in Japan and Korea.
Twenty years and three grown children later, Bill and Eleanor were back in Canada. Bill took on the responsibilities of Director of Theological Education by Extension (TEE) for the Diocese of Caledonia in northern British Columbia. In 1984, the Diocese of Moosonee offered him a position in the James Bay region of Quebec at St. Philip’s in the village of Chisasibi, where he remained as rector until his retirement in 1997.
Bill often spoke of how God had sent him half-way around the world to discover what his true calling was. He dedicated his life to serving God by reaching out to those who were hurt by the “brokenness of our humanity”, always striving to find opportunities for healing – opportunities to make a difference.
“When God closes a door, He opens a window”.
After retirement, Bill found other ways to remain active. He continued pursuing social justice issues, at one point volunteering with the Christian Peacemaker Teams in Palestine. His strong belief in the benefits of interfaith communication led him to his involvement with the Christian-Muslim Dialogue. He was also associated with the Carleton University Ecumenical Chaplaincy, Kairos Spirituality-for-Social-Justice Centre, and the National Council on Canada Arab Relations Ottawa. He co-wrote a book on his experiences in Palestine with Samah Sabawi entitled, The Journey to Peace in Palestine – From the Song of Deborah to the Simpsons.
In 2007, he received an award from the National Council on Canada Arab relations, and in 2012, he was awarded Queen Elizabeth II’s Diamond Jubilee Medal for his contributions.
Always humble, Bill was a man of enormous power. His greatest hobbies included reading and politics. He loved and was loved by everyone he touched. He will continue to make a difference.
Friends are invited to visit the Central Chapel of Hulse, Playfair & McGarry, 315 McLeod Street (at O'Conor) Ottawa, on Saturday, December 17, 2022, after 12 noon until time of the Memorial Service and celebration of his life in the Chapel at 1pm.
